This was my mother's good friends' fire (well the neighbor whose house also caught on fire from the original fire). Crazy turn of events this ended up being for him.
Actually, the wires came down because a branch broke and fell on them breaking them. In turn, causing the fire. The utilities company did not show up until later, so no they were not secured. As you might be able to see in the video, on the right side (by the sidewalk), there was continued sparking from the wires grounding themselves out. It wasn't too big of an issue because it was on the edge of the "hot" zone so it did not interfere with fire suppression operations.
