I assume it is because the Chimera is more of an Infantry Fighting vehicle which can offer support to the squad once they are out, as opposed to the Rhino which is simply an Armoured Personnel Carrier to transport the Marines to where they are going. I suspct if Marines needed that kind of support they would use a Razorback rather than a Rhino.
