I think it would have taken away from the whole cinematic experience if there was a 'final boss'. The final scenes of the game alone, make it all worthwhile.
Not to mention Gray Fox in MGS1. It makes me wonder if Kojima was up to something when he created Raiden in MGS2 and made Snake a supporting character
It's amazing voice acting on Kaneto's part to make the characters of Elijah and Randam sound so different. RIP.

That's solved in the Mega-CD version with its two fucking hard shooting scenes that were added before the ending.
