The "Action news" opening reminds me of the movie "Anchorman", about a late '70s San Diego TV news cast, the main character played by Will Ferrell. The fictional KQWE TV had the tri-color blue-yellow-red logo of KESQ Palm Springs (the weather map had named cities of Riverside county and Imperial Valley along with San Diego), on channel 37 (to mock channel 39 KCST, an actual San Diego station) and full of references to L.A. TV stations. Will Ferrell grew up in So. Cal. as a DXing hobbyist.+

Fresno county often shows red (Republican majority) on federal and state elections, despite California is blue (Democrat majority) along with the left coast, excluding the central valleys.

Actually director's track doesn't go out over the air. It's configured so that the track is a separate line out connected to the headset. That's why the audio sounds so soft and muffled. It's very common in the world of a newscast director. Type in TXCN (a former employer of mine) and select Demo Reel Newscast to see another example.
