This is a different Megaman Series. Kinda like how the original Legend of Zelda has no real relation to Legend of Zelda: Ocarina of Time. Wily doesn't exist in this megaman series.

Dr Light was building megaman X in a capsule and there was a natural disaster where Dr Light lost his life and the lab was buried. Dr Cain found the lab centuries later and activated X. X is not complete however (Hence the upgrade capsules). Dr. Wiley made Zero to be the original Megaman's bane, however in the same disaster, Wiley lost his life as well and Zero was never programed. Cain found him too
Okay, see, I'm only saying that in this series known as Megaman X, Wiley isn't here, or in existence. I didn't know that bit of Megaman history, but as far as I know, he isn't in this series. Thanks for the info!
i know you posted this comment a couple months ago and i dont think megaman 9 was out then(megaman9 owns) and in the end of megaman 9 wily lives and no1 noes where he is and can you kinda update me on what happened to original megaman and why he made megaman X please send me a message or something

It's called shotgun ice because if the big blast hits a wall, then a spread of smaller shots will bounce back, I think.
