Looks like it's cancelled and has been replaced by Stargate Worlds which should be coming out for Xbox 360, PC, and a third console, I don't know it though.
how and where can I buy this or was the game cancelled before it was completed?

Heh, you could tell this was done in the Unreal engine by 2 things in this video.
1. The stargate Ripple effect looks very similar to unreal water
2. The Nuke effect is the same as from one of the later UT games.
It's too bad this never came out.
