By the time Caniggia was fouled in the last run, the referee should have had the red card in his hand already but as with all affirmative action referees FIFA sends to World Cups, he wimped out.
But Maradona was overall not good at 1990 world cup. I think he was just off a bad injury.
Also, as much as I love Argentina, we should admit that they are not the model of fair play and sportsmanship. Just look at their time-killing schemes for example after they scored against Brazil in the round of 16.
