The first three villans were Whirlwind, Klaw and Living Laser. They never even use they`re own powers... and its against the Sentinals "Prime Directive" to target and destroy humans...

Yes, i kniow Ironman has a laser that he has during the whole game. I used to play as him in the arcade version.
