Yes it is legal. This actually SONAR ( ultra sonic audio ), so no radio license is needed. Very nice operation.

I use a microcontroller, a servo and an ultrasonic sensor. The microcontroller tels the servo to move one step, read the distance, turn the light on or not and then move servo to next step.
