Garfield's mouth didn't move much because he was thinking his lines instead of speaking them. I didn't notice until a couple of years ago, but in the comic strip, Garfield's lines are in thought bubbles rather than speech bubbles.

@Teshinator I realize that. It's just that when I was a kid watching Garfield, I was always waiting for him to actually speak because I thought he was anthropomorphic until just around 3 years ago, when I saw that his bubbles were thought bubbles, which made me depressed. But they fixed it when his mouth did start to move ever since the mid 2000s, as with Odie standing on his feet when walking, but it's just not as funny as the old days.

Strangely enough, Jon seems to understand him.

@hartgl It's also a bit strange how Nermal and other animals could converse with Garfield although their mouths never moved in the old ones. Maybe Jon can just understand cat language.

I wouldn't really say the Garfield Show sucks, but you would need to speak fluent French to understand the funny points here as it's made in France. Still, the older ones are almost always funnier period.
