Hulk never defeated Thor in the comics without Thor being buffed up (war hulk blah blah) .

And Thor has kicked the Silver surfer's ass several times ...decisively.

Hulk might be "the strongest there is" once he gets mad enough ...But Thor is much more powerful than he is .
