It's a rather misleading campaign, since it IS possible to catch HIV from a kiss if both parties have any cuts on/in their mouth or lips. You can't catch it from saliva, but you can via cuts. It's extremely unlikely, but I think most people would rather not take any risk at all rather than some. Not so much "can't" as "highly unlikely".

Of course, the chances of me subjecting myself to this risk increase drastically if faced with a sexually suggestive Connie Huq.
