Maybe I'm totally off base here, but I don't think Torchwood's past audiences tuned in for sex scenes. I'm sure there were no complaints, but that sort of carrot is usually reserved for US cable...oh right...Starz. Torchwood was always more suggestive than anything, and above all, it was a character driven story. When Jack and Ianto were together, it meant something. Here, it's gratuitous and doesn't help the story. Money doesn't buy everything.
