Anyone familiar with physical security knows that there are two components: (1) detect & delay (2) response. The fence provides detection and delays invaders, but without a response force it does not stop penetration. A warning shot followed by a shot to the head will end illegal entry instantly. Harsh actions, perhaps. But drug violence, kidnapping, and murder are harsh, too. Sometimes the best way to fight fire is with fire.

I live right on the border. There is a new five-mile wide, 18-ft steel beam fence here. So far in the past year, no one has used a ladder to get over it. The U.S. Border Patrol has long-range cameras that can see into Mexico, and it is mostly desert with very little vegetation for cover. Someone carrying a large ladder or transporting a one in a truck would be very conspicuous.

The fence doesn't stop anyone. Either they climb it or burrow under it. The fence is a horrid waste of tax dollars. We need to find a better way to secure our border. If we built it similar to the Israeli fence there would be no climbing it. Our fence is nothing but placebo.

If you read my comment, you might be able to figure out that it referred to immigration trends since 1995 which have not observed any significant variations, even with the current fence. The current fence just deterred coyotes from using 'traditional' routes and now they enter using new ones, albeit risky and life-endangering. The current government policies are deficient and short-sighted. I hope this can shed some light on your understanding of the actual utility of the current fence system.

OK - I spell it out. In 2005 there were about 100 miles of fence in place on the border. Apprehensions were a little more than 1 million. By the end of FY 2009 miles of fence and barriers totaled about 600 and apprehensions fell to less than 500,000. Even an incomplete fence stopped a lot of people.
