It could. A good amount of world leaders would have to lose their minds to launch so many nukes at once, but it could happen, yes. In all fairness though, as bad as radiation is, plant life could feasibly return two-hundred years later (when Fallout 3 takes place, relative to the Great War). So, in that avenue at least, the Fallout series paints a much bleaker picture than is realistic. Can't say that the plants would be TOO healthy though. The water? Probably not smart to drink a lot...

I made that up, but if you played the game - the lore and backstory of the combine (or w/e..president eden and friends) talks a LOT about west coast warring and etc.

Or put it in China..or Europe..though I think China or Europe would be good too. Betheseda has traditionally moved to different provinces/states in elder scrolls...why not fallout?

In Fallout universe they have never invented the transistor. This delayed the chance of digital revolution(in the end it didn't happen, though robotics became advanced in the last days). Maybe the technology was very hard to produce or expensive, so it didn't become widespread. However it surely fueled the American "Golden Age" you see everywhere ingame.
