Your economic growth has been the slowest growth in the last 2 years for your country. Your GDP grew only 2% last year 2010. @mrkprice The reason that is true is because other drugs (ie cocaine) combined are primarily illegal and thus not as openly available as either booze and cigarettes, although cannabis would be an exception in some states.

@wogbasha I'm all for non-interventionism, but your reason is odd. The US is involved because most of the drugs go to the US, not because it has some benevolent policy to help other countries out. The drug problem is caused, first and foremost, by American demand for the product. So I agree, the US shouldn't be policing other countries. It would be more effective if Americans just stopped buying drugs.

Read up, Canals. These are crude surface vessels, not true submarines. What the narcotraficantes can do is partially submerge and hope luck is with them and the so-called subs' color is camouflage enough. Part of the vessel (exhaust pipes etc.) is left unsubmerged. Still, considering the enormous booty this thing is moving, it might be more profitable in the long run for the traffickers to invest in actual, barely detectable submarines.
