That's not the national dex that's the reginal dex, which afterwards Birch will present you with a choice of either Chikorita, Cyndaquil, or Tododile.

You CAN get rayquaza in pokemon ruby and sapphire just go to the sky pillar with a Mach bike a get to the top. He should be asleep on the top where you approcje him and press A. He's lvl 70. So save before you attack. Or just use a spare master ball.

Fogdeath2, lies. the highest a rayquaza's attk or sp atk can be witha benifical nature is 438 the highest it can be neutral is 399.... its speed cannot get that high even with a speed benifical nature like hasty. Basically, the very best a Rayquaza can have is either 438 Sp.A or attk while the other is 399, but then it is quite slow.

u can just clone it using pokemon emerald's cloning glitch or using ur gameshark and the other way is through a cheat that some1 made it so u could get a copy of that pokemon i am sure some1 or millions of people have done it and u can trade from ppl too thats all u have to do but i think u can get the events in nintendo's company too not sure but for those of u who dont have a nintendo company like africa and other countries i would suggest u buy a gameshark and do what i told u to do
