I suspect it was an ego thing for Cacavas, because he had taken over the duties of scoring all the episodes by then and probably wanted the theme to be reflective of "his" sound.
You are so right that many a good theme has been unncessarily changed at various times. I almost never watch the last season of "Get Smart!" because I hate the revamped version of the theme unique to that season.
This is the best Kojak intro, bar none. The original version of Goldenberg's theme captures the gritty aura of New York in the early 70s and the style of the show that made Kojak fascinating to watch. The revamped version of the theme by John Cacavas in S2 is way too upbeat and Hollywoodish and the less said about the last theme Cacavas composed the better.
@epaddon Couldn't agree more. I bought the season two DVD set, and was disappointed with the revised theme. Sometimes people just can't leave a good thing alone.

The only actor I think could pull off a character this strong today would be Brian Dennehy.
(Maybe). He has the panache of Savalas with a bit of rough a round the edges.
