Water Rights predate the U.S. Constitution, this is why "sustainability" has suddenly become important. Controlling water controls the population, and California is overpopulated. Unless a few million Californians sign up, to drop off the face of the earth, we'll be stuck with our Government rationing water.
They're bastardizing Water Rights throughout the U.S. -- look into it.
OR is this the water line they have stoped sending water down? I know there are a few different lines but which water has been cut off?
