The dock you are launching from is a little low. At the dock I use I have the option of 1' or 1.5' above the water. Launching from 1.5' believe it or not works much better. Also try pushing off harder and letting it glide for about 5' before pumping.
It is not easy but it is a matter of weight distribution. Try to keep your belly button ahead of a vertical line from the front of the foot pads. Everyone starting out, me included, puts their weight too far back and that puts on the brakes in an instant.
