It is from the Silver Galosh Award for the most questionable achievments of Russian show-business. The last nomination is for musical plagiarism of the year when they play new songs and their supposed originals. The video shows an off-competition item of the nomination where they played an old Russian folk song (supposed original) and the American anthem. Of course It was done just for kidding and nobody really believes in plagiarizm.
Aside from that these two songs hardly even sound alike at all, there are facts of where all came from...
The music behind the U.S. Anthem came from John Stafford Smith's song that was written in the 1700's. "Has-Bulat" came into existence much later than that, in the 1800's I believe. So we did not steal our national song from the Russians.
Apparently we stole it from John Stafford Smith. ;)
The Star Spangled Banner was a three-verse poem written by Francis Scott Key and later put to the tune of a British drinking song and adopted as the national anthem of the US.

It seems apparent to me that the Russians are making fun of the American national anthem. I wouldn't do that to any countries national anthem, it shows an utter lack of disrespect and morals. Ironic how I put morals and Russians in the same post eh?

They found USA's hymn is very like a Russian folk melody of XIX c. It's the Russian worst song of a year award ceremony, so it's not the place to do anything in a tribute to anybody, but for jokes.
