As far as military debates go, you must take into consideration the world and times that the Aztec lived in. In ancient Europe, Africa, Asia and India - foreign rule was literally common and that would be impossible without invasion but on this land, no such events existed. You will never read about the Mexica people heading North and invading the Natives of the todays west coast. With that being said, a lack of navy might have been possible due to lack of need. Don't base history on the East.

The Aztec army was millions, they went to school to learn about war tactics. They used the calendar similar to the mayans which was the most accurate in the world. I didn't mean to imply that the Aztecs were at the same technological level of the Assyrians. They were considerably inferior, especially in regards military technology. It would be silly to compare them to the Egyptians, except for the very early, primitive Egyptians of the Third Dynasty. They were indeed comparable to the Assyrians in technological prowess, although they were inferior to the Assyrians in regards archery and chariot technology, the latter due to the lack of a domesticated animal comparable to the horse.
