Robin Dricoll is who you're talking about. He actually was a writer for 'Alas Smith & Jones' aswell as apearing in the occasional sketch.
Indeed he played the "great" Romando in the 'Only Fools & Horses' episode 'The Jolly Boys Outing'.
But Driscoll is best remembered for being the co-writer of 'Mr. Bean'.

For anyone wondering, I accidently removed a comment from this video.
The comment pointed out the BBC must have really liked this episode as most of it appears on the best of video.
