In response to your last question, it is. The point is this: There is a gross overrepresentation of Latinos in the crim. justice system. This hasn't happened by accident. Are Latinos more inclined to commit crimes than members of other groups? No. But California's population has been swollen by illegal aliens and the offspring of illegal aliens.
