Before I write, I offer the caveat that I don't respect Kanjorski's reputation.

The two statements cited in this video are not mutually exclusive. The idea of taking positions that force Bush into surge mentality is that the Democrats refused to allow Bush to make no changes at all. They forced him to make a change, but rather than the change they wanted, withdrawl, Bush gave them surge, which they opposed. Kanjorski can take credit for that change occurred even while he opposed that change.
