Yes, many people were involved. What the MSM fails to point out, though, is that there were a series of "exercises" going on that day that covered every one of the events that actually occurred. So it was possible to plan all of these events using the resources of the U.S. military and then, at the last moment, to have a few intelligence agency moles tweak the plan just enough to make them actually happen in real life.
