I don't think it was worth risking injuring the child. After the performance, the leader should've ripped him a new one, with his parents there taking their part of the responsibility. But unless the band has got great public liability insurance, this looks more risky than it's worth it, to me. It's one thing to implement band discipline on those who sign up for it, but this wasn't wisely done, even if understandable.
