Federal Model 5 or 7, the Model 2 is much smaller and has 3 Teirs to it, the 5 and 7 has 2.

That looks like a version of the Federal Signal Model 2, made in America by W.S.Darley, or perhaps and Australian copy of it. I've seen sirens like this one in and around Katoomba NSW.
