If NASA only went one time, i would have some questions to, but not nine times!, They went to the Moon, and everyone that thinks they did'nt are ignorant, thinking, the former Sovjets would'nt find out about it, is dumb, they send several unmanned lunar landers, to pick up lunar samples, so they would bother back then to tell the world NASA faked it. But they did'nt .
The first manned mission to the moon was Apollo 8. They flew around the moon and came back as part of a series of test missions leading up to the lunar landing of Apollo 11. Apollo 10 actually came within 14 km of the lunar surface. So you can have missions to planets and moons without landing on them. Besides, Bill Whittle never said land on Jupiter.

It would either be a remote orbital mission, or involve a landing on one of Jupiter's moons. Jupiter, itself, has intense radiation fields which would make a manned near-approach impracticable. ='[.]'=
