If you put ANY conductive material on a surface charged to high voltage, then this material gets the same electric charge like the surface. Equal charges however repel due to Coulomb forces. When the material in question is of low weight (e.g. a piece of metal foil) these Coulomb forces can overcome gravitation - hence the piece of metal shows exactly the shown behaviour.

It's likely got a dielectric (oxide?) coating. Try hard anodizing some aluminum foil and you should see a similar effect. The charges get trapped and distributed along the dielectric, which causes it to levitate - since it's not quite enough charge to completely lift it, it winds up standing on end and spins around.
I have made one from simpler then this that produced 10,000 volts. This one is very weak for its size or has some sort of voltage control.
ordinarly if you turned one of these machines on the pie plate would rattle for a second get charged up then float off the top of the sphere and hit the ground once it was out of the e feild.

Any ways I bet its aluminum built with ionic aluminum atoms, that's the only reason it should repel like that, I have seen anti gravity properties with monoatomic hydrogen ions on the cathode of my water fuel cell, just like monoatomic gold and it's anti gravity properties.

i bet it has room temperature superconductivity? It could still be an ionic aluminum? you should try a rare earth magnet on it to see if it is, I don't know how to test for zero resistance to electrical current but i bet it is an ionic aluminum structure, and if it is it should have superconducting properties, another thing you can try is dipping it in cold water to see if it gets super cold, and warm like that doctor that had a peace from roswell and removed implants, sorry i forget his name,
