That really makes no sense. Stepping a few feet away from someone doesn't mean they won't hear you. Anyone could have heard them.

@Steamrunner92 My favorite Weyoun moment was when the founder mentioned she wanted to kill him, then asked him how long before the cloning facilities would be back online. He replied "maybe weeks".
One of my all time favorite Weyoun scenes. :D
