I'm well aware of the difference between race and ethnicity. The point is that if we are going to use one or both statistically speaking, we have to do it the same way across the board in order for the statistics to have any value.

In other words you can't have the same person counted as white if he commits a crime, but as Latino if he is a victim, then use both statistics to draw a comparison.

I have to disagree a little bit because there are people with Hispanic surnames who have been assimilated and have several Anglo relatives so they have no identity with Latino culture in spite of their looks or their names. This can be common depending on the part of the country. Arizona and New Mexico have Hispanic culture that has existed since the 16th century and some are very assimilated and even Spanish in descent, instead of Latino with their own dialect of Spanish.
