Have you read the Humanure Handbook? It has good information on composting. Combining everything together (kitchen extras and garden scraps) you might get some additional moisture from the food and nitrogen from it too. I think one of the problems is you have all carbon. Also you live in Australia and from what I hear it's dry. I think below 20 inches rain annually there's not enough moisture to sustain compost.

the rail ties are NOT a good idea to have around the compost bin either. They have tar and other toxins in them that can seep into the compost, which if it is planed to be used in a veggie or fruit garden, those toxins could make it in to things that you intend to eat. Not good! If they were used because they would not breakdown, a better option would be lumber that is naturally rot resistant such as cedar or redwood.
