I have witnessed tornadoes forming, here is what the weather channel says about the formation:

@kevinbrooke1 not even close, there is no supercell or wall cloud to support that statement, we see this formation mainly over rivers ( in coastal areas of California ) it is a roll type cloud, not very common..but in no way is that a tornado,,,watch storm chasers on Discovery channel, they are very good at informing the public as to how to identify potential tornadic cells and storms...hope this helps ya out

That would be a shelf cloud, occurs when the outflow boundaries of a thunderstorm merge with cooler lower level winds. It makes the cloud curl up from the bottom giving it a "shelf-like" look. Just so ya know lol

I saw roll clouds like this but lined up and churning with lots of hail shortly after a tornado came, these roll clouds went for 100's of miles it was very scary and exciting, this was in Newcastle Ontario back in 1982
