My faculty would be so proud of you, Sarah. This is the kind of thing that we do; not exactly picking up trash, but trying to improve various aspects of the community. So this particular episode interested me a great deal.
I think that if you lived in the area, getting concerned people together to show the council who's boss would be easier. But you might still be able to do this via the internet. For instance, you could get a letter writing campaign started; say, ask the council to put up garbage cans along that beach and collect it once a month.
I think it's really the same everywhere, but I think it starts with the people. If people come together, the media will take notice, which will cause more people to join the cause, and eventually there should be enough pressure to cause change. It all starts with a few people (or even one person)! :)

Schools are either city or separate taxing district. In more rural areas can be county. Libraries are usually city. Housing is more federal level.
