@ scaredelectric, I have no idea on either question. It's been inspected by the District and deemed safe for renting out, so I guess so. For the second question, maybe start with whoever regulates residential zoning where you live.

For 1100 a month, that is more than a reasonable price to live in a studio in the Capitol Hill neighborhood. Plus its cute.
