People need to remember that Joker was involved with Tahlia Al Ghul who promised him internal life before he died. There's still a chance that Joker will come back from the dead. If you get your sequencer out after you've completed the game and enter certain co-ordinates - you'll receive a message which will say 'I WILL RETURN BATMAN.' Is this from Joker, Ras Al Ghul or Hugo Strange? We'll just have to wait till the next game to find out. Either way, it'll be interesting as hell. AC was great.

It's possible that more than one will return in the next game. What I am aware of however is that Hush will appear in the sequel to Arkham City and the plot will most likely be evolved around him somehow.

When Killer Croc attacks Scarecrow in the sewers Batman saves Scarecrow from Croc when he throws a batarang at Croc's collar. Croc is electrocuted and drops Scarecrow into the water. 'You will pay for what you have done to me' doesn't exactly sound like it is linked to this scene at all.
