What is the purpose of Corporate Governance?

Could the theory of governance also apply to a government or entity? Acting as the same "...intermediary..." between the money and the people. A strong 'rule making' authority would also quantify...since the power stems through the tax dollars. I suppose any type of concentrated or centralized power would follow the same rules as it sees fit to 'govern' its subjects.

Be aware our politicians are using this word...governance.
