This wasn't banned at all, at least not in The Netherlands, I was 12 when I saw this in 2001 on MTV, thought it was amazing so I bought Drukqs immedietly with all my pocket money.

Funny story to this; when this video was recorded, it was September 11th 2001, and Chris Cunningham was in that alien sort of suit watching the images on tv (read it in an interview)
