your digimon's lvl has to be 30 and up to get him and the dri person is in Tyranno Valley

you have to go to seiryu city first and talk to everyone there

you have to beat pharaomon, then mastertyranomon in tyrano valley, then go to seiryu city there is seiryu leader

Did you talk to Repeating tom kid at Seiryu city in the seiryu tower you have to talk to him to to get the plot moving if you don't know where he is look at P9 of the walkthorugh
