It's fine for later levels. If you're doing a speedrun and collect the shell as part of it, then that's fine. Otherwise, you can't get the blue shell until later in the game (so therefore can't be used for the earlier levels).

To do the stairs perfect i got this trick:

1. You need to be the white mario/luigi so that you are able to launch fireballs.

2. Jump>Kill that animal with the fireball and jump further

I know that makes things easier, but it seems a little unfair to start the speedrun with an advantage you wouldn't usually have from the start of the game. Hence small Mario.
