When The Meaning of Life came out we saw it in the theater and when this short came on before the actual movie it was the weirdest thing, we didn't know what to make of it! It was like the most awesomely strange beginning to a move ever!

When the people at the top start getting rich at a slower pace, they begin cutting people at the bottom. What makes this a terrifying proposition for folks is that they have shelter by dint of monthly payments - we live in a system of paying for things with money we don't have. So that income has to be steady or you're up a creek.

Did anyone else expect to see a very large man stand up out of the "waters" and find that the boat-building was a hat for him? Maybe that was just me... (Time Bandits ref.)
In the commentary for this scene, Terry Gilliam talks about how great it was to work with these old actors. Most of them were old Song-And-Dance men and this was many of their last chances to work.
Also, despite the highly physical nature of the short only one person was injured. And not badly, thank goodness.

What was the building on which the CPA was modelled? Wikipedia says the Lloyd's Register of Shipping in Fenchurch Street, but it doesn't remotely resemble it. That remarkable clock which forms the figurehead of the CPA should give a clue.

Issuance of checkbooks so bills can be paid and other kinds of payments can be delivered by post
Provide personal loans, commercial loans, and mortgage loans

Issue of debit cards for use as a substitute for checks
