This is a quota, "The precise definition of the ball being dead is a bit confusing, but for the purposes of your question, the ball is dead between pitches, and you can absolutely replace pitchers during an at bat. It's not done that often though." What is more unlikely is to allow any pitcher to get to over 150 pitches.

The producers decided to make winning "the pennant" as the actual championship, even if it's not what MLB's playoff format is really like, and just pretend that the World Series doesn't exist in this movie.
