The letter from the "Slutty Pumpkin" Doesn't make sense, whoever wrote it is mixing up the day ted goes to the rooftop party with Barney, and the day he meets the Slutty pumpkin. Barney Dresses up as Top Gun, A devil, and a penguin. The penguin is to show how dumb Ted is for waiting for this girl... So, yep. he letter does not make sense.
