I don't know how it works in Munich, but here you would call the fire department and they'd send a Fire Marshall over to test the CM levels. They could take over the issue from there.

Your 'boiler'(the burning process) needs more oxygen in order to finish the process to produce carbon dioxide(CO2) instead of stopping at carbon monoxide(CO).
The dangers from CO is that it will 'permanently' take up red blood cells leaving less for O2 and thus making it harder to breathe.
My advice if _everything_ fails: Use electric energy for heating ...
Yes as angelwest said buy a carbon monoxide detector, plug it in, and if it goes off (beeps) open the windows and leave the building. The boiler should be turned off if it leaking carbon monoxide.
You can buy a carbon monoxide detector online (its common in America, plugs in the wall socket, acts like a smoke detector but for carbon monoxide) so that you know if it gets too high in the future. IF that place has constant high levels its not worth living there for your long term health (cancer, brain damage, etc). I am sorry to hear about this.

ps: geschichten von früher und so sind auch immer gnaz interessant, sollte dir mal der "stoff" ausgeht
