I am Romanian, on my father's side anyways.

Vlad was back hundreds of years ago before it was even called Romania. You can read about him in the book "10 most evil people of all time"

But he wasn't a vampire, and was only called dracula long after he died. He was called Vlad the impaler, because he impaled people on wooden stakes. He also drank blood.
