I think that thing in the frame was a finger or hand. Since this is stop-motion animation, it's possible the animator accidentally took a picture of his hand while working.
That's where I first saw it, and it took me a few years to track it down, but I eventually found it one a very rare dvd called "Animation Greats." The DVD was running around nearly 100 bucks.
I'm hoping that someday soon they will release O' Canada on DVD.
@Vechi34 Same here, pal. This is a very... interesting short, and I'll admit it gave the willies a bit when I was a youngin'. However, I now appreciate the satire and political humor in it.

My animation greats DVD broke. It got wet In side the DVD. It also had other animations like something about cocroaches and a cat
