No, it's not off beat, it's just leading with the hi-hat/cymbal. For example, if he's playing 16ths, he's hitting the cymbal on one, and the snare on two (e), the cymbal on three (an), the snare on four (a), etc. It sounds like it's off beat, but he's blasting on the notes in between.
