It was he who negotiated a deal with the Taliban government (then in power) to build a pipeline through Afghanistan to transport oil from the Caspian Sea to world markets. Unfortunately the Taliban ended up signing the deal with an Argentinean company, BRIDAS. After unsuccessfully attempting to block the deal, the US invaded.
