if the roadway was that flexible already, extracting more energy from its flexing can't possibly come for free, and must come from lousier fuel consumption of all vehicles, even if it's a small fraction of a mile per gallon or liter per 100 kms.
there is NO free lunch, and that's the implication here.
REDUCING the flexing of the roadways would probably improve net fuel consumption enough to run lots of generators for those lamps!
